I'd anchor here.

If you hit, white is favored to enter and then with her behind in the race and with more checkers back you'll get attacked.

With the anchor you can use the remaining 13 checkers to build a blockade in front of her rather static runners. The anchor also gives you the ability to play aggressively and hit with impunity if she tries to run.
