respectfully disagree...seems like you are making a mountain out of a mole hill with this ruling. If my opponent reaches for the dice and even slides them a little but I haven't rolled why not let him change his play? Clear example of no harm no foul. But I must say that my preference is one set of dice with a clock. If my opponent is worried about timing out and is new to the open/championship division or 95% of the open players I am happy to state in advance that neither player can loose on time. This lets new players use the clock without any worry. I have done this at least 100 times and no opponents have ever come close to running out of time.
