Even today, I've played players whom I am certain are deliberately making illegal moves. ... until tournament directors can fulfill their obligation, I will remain hesitant about legal moves.

There is no difference between LM and NLM rules for deliberately made illegal moves -- in both cases you will be asking for the error to be corrected.
