Consulting chouette

In a chouette where consulting is allowed after the cube has been turned, does the turning of one cube activate the option for everyone to consult?

For example, with all the cubes in middle one player decides to double and the box accepts. Is everyone now allowed to consult or just the player whose cube has been turned? Also, what if that player is the captain?
