Not a problem at all, actually. I don't recall what the criteria was in Atlanta, but in my tourney you can play in the Limited Jackpot if you have never cashed at the Open or Masters level. It's a very clear bar, and strictly enforced. Most (but sadly, not all) Limited Jackpots have similar, specific criteria for who can and cannot enter. These are generally published in advance, usually in the tournament brochure and/or website. I think it's safe to say that Julius will not be playing in any more Limited Jackpots.
