With white holding our 5 point, the 7 point is not all that valuable. So, if the question is "which one would be better to own" it seems like an easy question. "Which one to slot" is a different question, but I'll slot the 18. It's a better point to own, and it dupes 6s. (slotting the 7 dupes 2's, so maybe duping 6s is not so important, but I'll play thematically)
