21 B/23 16/15 does not work because slotting beats out 16/15. (Sorry if this is clear from related discussions - I did not follow everything)

Right. As I stated in my first paragraph, (b) bar/23 16/15 is an eval error of .031 (and therefore not a solution). I didn't mention which play beats it out, but yes it is bar/23 6/5 (duping 4s).

Possibly you misread "bar/23 16/13" (as bar/23 16/15) in the second paragraph?

I've reread my post and it appears to be without errors or typos, but if you spot one please let me know. :)
