Very good point.
I don't know exact averages for both teams in all categories but I would guess that they are pretty low and pretty close. That means that the luck will decide the overall winner nearly 100% of the time.
I think the easiest solution would be to award additional points for lower PR (or lower total cost) in all of the categories.
