The argument for hitting is written in the 6 blots White has scattered about the board. Playing safe here would give him breathing space to consolidate. All the other arguments tilt the other way.

If Blue breaks the 20pt, the only number White could roll that does not hit somewhere is 66. After that, a dance could be fatal for Blue. With the 20pt anchor, Blue has an escape hatch for the four back checkers. His gammon losses are under control. As soon as he gives up the anchor, his chance to lose a gammon shoots up.

What’s happening with the cube here? If Blue breaks his anchor to hit, can he take a cube?

Over the board, I would try something like E (Each) = bar/20, 6/4. I don’t like slotting the 4pt, but stacking up the 6pt points seems the more dangerous tactic in the long run.
