I played several people who wanted to look at every possible move on the board by moving checkers. They were shuffling checkers around so fast that it looked like Three-card Monte. Several times they lost track of the starting position. ... I really think that we need some form of a "touch move" rule to help keep the game honest

"4.3 MOVING. A player shall move the checkers in an unambiguous manner, using only one hand."

We don't need a new rule. We just need to properly enforce the one we already have.
