Obviously the answer is that you should implement clock-preference like we have here in Denmark and most other northern european countries. I play ALL my matches with clock, then nobody can get upset, your can take as much time as you want on a move, but you only have a limited amount of time in your timebank.

Playing a championship division tournament without clocks are is joke.
