If you have loaded dice; if you know how to palm a die; if you cheat on the scorsheet; if you secretly get help (dozens of ways to do this); if there is collusion or bribery; if you change the dice.

Many ways to cheat, and all have been done (and more I am sure).

The rules will do little to prevent intentional cheating no matter how you writ them, but rules that reduce the potential for improper movement of checkers will prevent accidental mistakes as well as reduce suspicions about potential cheating. Rules should be written with this in mind, not really to protect from cheating. We should assume that no one is a cheater, but if one is ever caught I identified, then ban him for a number of years. And that precedent will help discourage those who might be tempted in the future.
