I think the rule should be recording preference, assuming there is sufficient room for the equipment. It should not be possible to refuse to have a match recorded.

On top of that I think no player is entitled to having the file sent.

If someone wants to record my match, fine. Then I would like to receive the file, and I would like to receive it as fast as possible so there's a chance that I still remember what I was thinking over the board. However, if I don't get the file, then that is not enough of a reason for me to make a fuzz.

If I record a match, then I will always share the file and I will share it very shortly after the match. I general, I think the player doing the recording ought to share the file. But it shouldn't be mandatory to do so.
