I totally respect the right of every TD to run their event as they see fit, but personally, I am completely supportive of penalty points being mandatory. I understand the desire to be "sporting," but declining penalty points slows down the tournament and undermines the director's authority to enforce the rules.

This is a problem with self-enforcing rules in general, as we have seen with the traditional illegal move rule; if the penalty is seen as harsh, many players will not want to take responsibility for imposing it. Whatever the penalty should be, it shouldn't be optional.
