Chicago Incident

Good afternoon.
I wasn't going to post here until I saw Chivas comment re a timing penalty which I found interesting. I run some tournaments in the UK and the biggest problem for the TD at an event is very often timing issues with players and trying to keep the tournament on schedule.
I have witnessed , over the past 30+ years , many players not accept the penalty points given to their opponent and therefore starting a match at 0-0, this is quite sporting and I can see the reasons for doing it, however it does not address the problem of players turning up late for matches.
At the recent Nordic they had what I think was a new event called the "open division" , starting time 9pm. My opponent turned up at 10-30pm after I was informed by staff that there was no penalty for players showing up late for this particular event. The next days play was scheduled for 12 midday and my opponent showed at 2-15pm.
It is my view that a small minority often cause problems for the majority and without any sort of penalty , as shown at the Nordic, some players will simply do as they please.
It shouldn't matter if the player is Joe Bloggs or the best player in the world, all players entering a tournament should abide by the rules and the TD should be applauded if he enforces the for the good of the vast majority.
I would just like to add that the main event at the Nordic did involve penalty points and was vigorously enforced. It was also a great tournament :-).
