Hate using the bad pun, but I've always been a stickler for the show up on time for your match rule. By not showing up on time you risk holding up the tournament and I find it disrespectful to your opponent. The harm inflicted vis-à-vis holding up the tournament may be minimal in the vast majority of cases but that's not the point. Falafel stated after his match that it finished at the same time as other matches, way early. To me, this doesn't matter one bit. You can't tell going in to a match how long it will take and maybe, just maybe, it finished on time because there was a 2 point penalty!? Or the extreme example, what if everyone showed up that late?

When I was at Monte Carlo years ago it disgusted me that the World Championships allowed such nonchalance. Show up for your match whenever, no worries! You want to take a 30 minute break, no problem! Get your shit together. I shouldn't show up on time and have to wait X minutes on your sorry ass without some compensation. I also don't want to be made to feel like the asshole by having the ability to accept or decline penalty points. On this there is no question to me, the enforcement of penalty points needs to be near mandatory. I say 'near' because if some wild situation like someone is in a car wreck on the way back from dinner I expect the TD, if possible, to show them some leniency.

How best to penalize the player? That's a tough question for me. I like penalty points because that's a definite penalty. Every player feels the same sting if they are late and lose points. This is good incentive for everyone to show up when they should. Generally there aren't valid reasons for showing up late. You get a player who misread the schedule or someone who was in the other room talking about positions. Have a strict enforcement of rules that carry weight and this is a lot less likely to happen.

If you penalize via time either by docking a certain amount of time or starting the clock the penalty isn't the same across the board for all players. (this also assumes we're using clocks) If you dock 5 minutes off David Todd's clock versus 5 minutes off Mochy's clock it doesn't affect the players equally. There were lots of matches I saw where a player had over 10 minutes left in the match when they started with only 18. My own matches, I rarely (never?) had more than 3 minutes left.

In the same vein, if we start the clock when the player isn't there it seems overly harsh that being 18 minutes late in a 9 point matches means you've lost on time. Overall, I don't see time as punishment as equal to all players and therefore don't recommend it as a deterrent to showing up late.
