The point of penalties is two fold: 1) to be punitive enough so that people will avoid the infraction and 2) to keep the tournament moving and fair for all involved.
The major reason for penalty points is NOT what happens when they are assessed, but the hope is that if they hurt, and everyone knows they will get a nasty penalty if assessed, they simply will make every effort not to be late.
As it is now, most people are not late. The penalty is great enough for most of us to be careful to make it on time. We don't need to make a tougher penalty than we have now. How many times during a tournament does it happen? Not a lot. So why change it?
Now, I do believe, however, that some people might be late more often than others. So why punish the rest of us because of a few bad actors? The answer is obvious: make the penalty greater for repeat offenders...either people who are late more than once in a single event, or have a database for people who are late and let them have bigger and bigger penalties the more they are late within a given year.
It doesn't matter whether you cost them points, or clock, or even a fine ($10 for each 5 minutes late that goes to his opponent for having to wait?). The main thing is if the penalty works...if it pretty much keeps people from being late, and I believe we are just fine right now.
"Fine" so long as every tournament director is strict about assessing the penalty, no matter what the reason or who it is. And of course, it is NOT up to the opponent to decide to "be a nice guy" and waive the penalty, as being late can affect us all. Rory insisted on the appropriate penalty, even though Falafel is bigger, smarter, and nicer, and that is the way it must be.
