Like Matt I don't see how setting the clocks is such a big deal and point out that "As I noted in my previous post, the director must also keep an eagle eye out in order to determine precisely when the first of the two laggards arrives." is still an issue if penalty points instead of time penalty.

I am not sure that time penalty is an appropriate term. The player is just unwisely using the time to which his entitled.
