That does not do much to lessen Mike's concern about there being more of a hassle for the TD.

Mike wrote: "If you are determined to use the clock as a penalty, the director would have to note the exact time when the first late arrival appeared, and then manually set the clock for both players to that time. Only after doing that could he start the clock running for the second player."

With the system I propose, using a points penalty means TD does not even have to go to the table, he simply writes the penalty on player's scorecard when the player picks it up.
