I learned from David Presser that during race bear in it's usually correct to use one number to cross over and use another number to improve inside distribution if this leaves an odd number of checkers outside our home board.

I doubt that with an odd number of checkers outside that it's "usually correct" to play half a roll inside the home board. "Almost never" seems more likely. Perhaps David's advice was intended to apply to a limited number of position specifics.
