Yes, it's illogical. Offhand, I can think of two other sports that also play to an odd number of points even though the oddness serves no tie-breaking function: volleyball (25 points or 15 points) and table tennis (11 points, formerly 21 points). Though I believe volleyball use 30 points for a few years.
