Aha! A theory we can test. If we shift a White checker from her 9pt to her 8pt then this argument should no longer apply, right? But it seems that the bot doesn't see any significant difference between these two situations.
I still think that White's incomplete prime is a red herring, and that the bot is just playing this as a straight backgame, with the 10pt and 9pt checkers being more useful as containment material than they are at risk of being buried.
