Playing from the anchor 21/14 involves some risk:
{61,43,65,51,53,52,D1} = 13/36, since most of these give us a direct return,
the effective risk is about 9/36.
On the other hand we could play 6/4 6/1 only a 4/36 risk, eff. 3/36.
Then there is 10/5 21/19: {53,52,51,31,32,D3,D5,34,D1} = 15/36.
But what is the effective risk in this last variation?
Apart from the obvious return (hitting) there is another return in all variations:
Anchoring on the 4- or 6-anchor, thus the effective risk is only about 8/36.
Answer: 10/5 21/19
