No, they're not. The public rating list is presently not limited to USBGF members. USBGF membership is nowhere near 1,946, which is the number of players who appear in the rating list because they have participated in as much as one event between 2009 and 2014, inclusive. The breakdown for that 2009-2014 list, incidentally, as of today is:
