Given the close pip count, I would rather take the initiative and hit with 13/3* than take the risk of being hit by running a checker with 24/14. I think that the good things from 13/3* if not hit (taking away half of the Prime's roll and potentially making the 3-point next turn) and the return shots if hit make up for the increased risk of being hit.
