There are two times to move up to Open

In Response To: ELO Ratings for various levels (John McDonald)

You should move up to the Open division if:

a) you are required to, or;

b) you enjoy playing better competition more than you enjoy winning.

ELO or PR should not be your main criteria. However, if you can't average under about 9 PR you won't win many matches in the Open Division.
