Certainly PR is not the only measure. However, for your stated question (when should I move up to the Open?) I believe that it is a better statistic to use than Elo rating. There's just too much noise in Elo rating. I'd estimate that you'd need to play roughly ten times as many matches for the noise in your Elo rating to drop to a comparable level to the noise in your PR. And in the end, the chances that your Elo rating would yield a different answer from your PR are probably going to be pretty small. So why pay more?
