all that's left of your argument is that Mochy's club interferes with tournament play

I think this is the crux of Phil's argument. When you sign up to play in a tournament you are implicitly agreeing to take the tournament seriously and try to win. If your goals are different than this, you are not abiding by that promise.

It's not that big a deal as far as the 4 PR club goes because for the most part trying for a low PR and trying to win are the same thing. But making any play different than the one you'd make if you were trying to win is technically against the spirit of the tournament if not the rules.

Phil makes a good point when he says: "[When players try] to make the club while playing in a tournament, the human element is completely removed from their game. We will be watching people play not to beat an individual, but to beat the computer."
