net framework 4

One of my issues with my computer is net framework 4. The computer will not update this with windows updates. Is net framework necessary for proper functioning of computer. I have a windows 7 laptop. One tech said that it is necessary and that somehow windows 7 has become corrupted and that I need to reinstall windows 7 at a cost of $200.He also said that net framework 4 is necessary to continue using firefox and Internet Explorer. The other tech I talked to in order to get a second opinion said that net framework 4 is not a necessity at all as long as windows runs security and other updates which it has been doing. Who is right? Your opinions will be greatly appreciated as usual.
