Not sure about this at all, but:

(1) 9/3 8/7 moves a spare past the 4, and leaves us with little chances to complete the prime. It is safe, but does not address the key aspects of the position. I think it is the weakest of the plausible moves.

(2) 8/7 8/2 also moves a checker past the 4 and leaves a diversified direct. Still, this ought to be better than 9/3 8/7 because it leaves more active builders for the 4.

(3) 22/15 does not diversify builders for the 4. It duplicates 3s though, so might be a viable alternative.

(4) 22/16 22/21 comes to the edge of the prime, but that is double sides as the Dillies would be happy to hit there. It leaves 4s and 3s diversified, and does not distribute the builders for making our own 4.
