So, I agree its an uneven distribution, but with a stronger distribution like what you are describing, I'd think a jump to 3D would be more appropriate. I was thinking 5-4-2-2 or 5-4-3-1, otherwise, why name a secondary suit? Also, if you do jump shift, that has to be a negative bid (asking), unless its restated afterwards, which would make it a natural bid.

If the response had been different from 1NT, and had been 1H or something, then 2S for me would be negative, but since it was the NT response, which just shows generally weak with no major suits, then it must be suit based.

Also, on the distribution you describe then an opening 2D (unless thats a convention bid - I used to use a multi-2d convention) would be more appropriate to describe the nature of the hand. Perhaps not on a 16pter, but 18/19 for sure, 17pts being fishy and depending on middle card positions (10s,9s etc).
