I think the most vulnerable point here is the silver point (4-point) which isn't still made. Clearing the 9-point by playing 9/3 9/5 is very tempting (perhaps even psychologically tempting) because it fits so well visually, and furthermore the prime can be maintained. If I played this position in a speedy manner, I am sure that I'd play this.
Clearing the 9-point will result in a very front-loaded position, and this is the big downside, since making the 4-point is then much more difficult. For this reason, I'd like to clear the 7-point. Although this play produces some wastage and it disassembles the prime, it increases the probability of making the important 4-point. The 9-point is then very helpful in making the 4-point. The difference in the pip count (20+10) is big enough to justify this play. Hence I vote for 7/1 7/3.
