Basically, I'd rule in favor of A here.

First, I would make it clear that B has should *not* speak on A's time. He is allowed to ask if A can count silently, but he should do so on his own time.

Other than that, I do think B has to accept A's counting loud on his own time. That is not to say that A can do anything on his own time. There are gamesmanship issues and trash talk that I would prohibit, but a verbally assisted count is nowhere near that in my book.

Of course, A counting out loud on B's time should not happen.
