Supposedly Player B and C will do the same in the long run. So, there is no need to call one better than the other.

Another point, where did the 1 PR come from? I pulled it out of my ear. It could be a different number, i.e. 2.0.

Perhaps it came from a match to 7 that went double, redouble + gammon and was all over in 20 moves. Should that count as much as a match to 7 that took 5 games with 20 moves per game, again all done for a PR of 1?

It shouldn't, and it doesn't. Only number of decisions will be important for calculating PR. That is match to 7 points that had 30 decisions has the same weight as a match to 13 pts with 30 decisions.
