Rolls containing a big number like a 6 are too useful for jumping over primes, even if the other die is small. Rolls containing dice close together like 2-1 and 3-2 and 4-2 are good for connectivity and flexibility. So Rolls where the dice are 3 apart like 6-3,5-2,4-1 maybe are worse. As a tiebreaker, 4-1 gets my vote since it has lowest racing value. All rather hypothetical because of the overwhelming situational dependence, but you did ask!
