This is bad and note how good the 11 pt lead is at this stage. For Houston to win without 2 TD's they need 1 TD and the two pointer (less than 50%) and the to recover the onsides and then a FG to tie and then to win in OT (50/50).

Thus they are less than 25% to win the game by just TD and FG assuming that Pittsburgh's FG misses. Off course, the kick is likely better than 50/50 to be good, so for all intents and purposes this is a 2 TD game for Houston.

Yeah...brutally bad call !!
