Paying per hour is the best way. There are too many variables that change the amount of time that a transcription takes. The biggest are the speed of the checker movements and the quality of the video. There is no reason to try to break it down to per game or per match when you trust that the person who is transcribing the match will give you an honest assessment of the time that they spent working on the transcription.
