I find that there is a useful mantra for these types of situations - if you are behind in the race, then you need to hit to equalize. If your opp has fewer checkers back than you, then hit it. If you are ahead, and you can tell without doing a raw count, then build.
It may not get you the right answer all the time, but it will get you to a place thats reasonable, and keep you heading in the right direction.
Obviously, the mantra becomes less relevant the more checkers are back for both sides, then its less a question of race, and more a question of position, but for 1, 2 or 3 checkers, it typically holds up reasonably.
