With 3 checkers on the 18-point and 3 checkers on the 13-point, Blue has 6 checkers and 93 pips tied up in the opponent's outer board. A lot of checkers and a lot of pips on a small area. That´s not very efficient, I suppose. Therefore, only the plays 13/4 and 18/9 seem to be reasonable in order to unstack these heavy points.
I like the distractive effect of one (or even two) blots on White's anchor on the barpoint. If she hits, she will have to clear her anchor which produces a lot of rehitting chances, and even double hits. Furthermore, it decreases her degree of connectivity with regard to the backchecker on the 1-point. In addition to this, the blot on her 5-point is still exposed. 18/9 is the more courageous play, but I think it is justified. As Blue is ahead in the pipcount, the running move seems to be fine: 18/9.
I think if there were not a blot on her 5-point, I would probably play the more conservative play 13/4.
