Bob, Illinois had taxes, but perhaps not on milk. I think by the time you were five or six the sales tax would have been around six cents already.
Japan has its Consumption Tax, which jumped from 5% to 8% last April, and is scheduled to jump again to 10% next year. Many businesses set 100/108 as the base price to make life simpler for their customers. Of course at the end of the year getting an accountant who speaks no English to explain the mysterious tax adjustment that such rounding makes inevitable has caused headaches in at least one boardroom.
Singapore in turn has GST, the Goods and Services Tax, modeled on the one in Australia. Here it is 7%, unlike Australia's 10%. As in Japan, some places adjust the base price, others do not. And some things may be excluded when a bill is broken down, for instance telephone service is taxed, but call charges are not. (Rent is also subject to a breakdown into components, some taxed, some not.) A year or so ago the tweaking of already complicated taxi rates lead to fares ending in pennies. But actual pennies are rare here, so a fare of $12.84, will be rounded down to $12.80.
