The problem is the time standard of 12 sec delay. I don't know how this number was invented, but to me it seems that it's too much for online play and too little for live play.
If you strictly adhere to all the rules: shake the cup vigorously, properly roll the dice, reroll once or twice if the dice are cocked, move checkers with one hand and only hit the clock after you're done touching the checkers, you'll be wasting time on technicalities.
The time delay should be enough so you can comfortably play by the rules and use time only if you have to think about your move.
In your first example you can clearly see that Paul didn't have to think about the move, in fact he'd probably have a few seconds left even if he played properly.
The reason why he played this way is that the system forced him to do it, because if you don't do it, you'll lose lot's of time over the whole tournament.
Bending the rules is EV+, so every winning player should do it!
The are 2 options - heavily penalise such behavior, or increase delay, so there is no or very liitle gain.
I personally prefer 2nd option.
