I've followed this thread and never got around to replying. Sloppy play is not acceptable. It came to light that some of the sloppy play may have been caused by being low on clock time. Too bad, you get low on time that doesn't give you an excuse to pick up dice early, move checkers with more than one hand, not shake, etc... You know this going on, plan accordingly.
If you (the player) ever feel 'uncomfortable' about how your opponent is handling dice, checkers, whatever OtB either speak to them directly about it or call a director. It's not that hard to clear up. Anyone who would be offended by a legit request to clear the air on something you shouldn't worry about what they think anyway.
I have, and probably will continue, to allow players to use two hands at times. As long as they're using them in a non confusing manner it doesn't bother me. If I have to track them like they're a magician though or their hands are often hovering over the board, blocking me from picking up the dice, whatever, then I will tell them to stop, period.
Everyone is guilty once in a great while of straightening checkers after a clock is punched. This isn't an offense worth mentioning unless it happens often enough to bother you or it is being caused because they are slapping their checkers around perhaps because they're low on time.
