I think the point is that 24/23 gains more when White rolls something that fills in her 4pt than it loses on the PoH rolls. On the other hand, 7/6 doesn't do much.

This sort of play comes up fairly often when there's a broken five-prime with a gap at the front. Stepping up "pins" the back of the prime, and the risk of getting attacked is not as bad as it might seem because of the gap.
