The normal Backgammon Master Series Tournaments are for 6 to perhaps 16 players, playing at small local venues and at low prize pool fees. Typically these will be players more motivated by the prospect of earning a mastership title rather than just cashing. The prize money element is secondary to the prestige element. Players who have no respect for the prestige element would rarely find these tournaments attractive.
The likelihood of the top 5 or 6 players continually regularly attending these tournaments, wherever they are in the world, doesn't seem quite realistic to me.
There may of course be some high profile tournaments where a similar format forms a side event with big name players, typically Giants and/or other very strong players on the make participating. Here, like everywhere else the organisers and directors will fix a mix that isn't unpalatable to the likely players. In this latter case I think the TD could even settle on 50% and get plenty of takers, because of the spectacle.
Having said all that I agree that the idea to cover the PR prize element in a sidepool may well be the most attractive answer.
