How important is playing your opp and adjusting for skill - give me a number!

Imagine a player, A. This guy never plays anything but 17 pointers.
If A's opponents tried to play their technical best, they would average a 7.25, ranging from the low fours to 12, with most of them right around the average.
A just tries to play as technically well as possible, and he averages a 4.5 against these opponents.
There's another player, B. B never plays anything but 17 pointers either, and he faces exactly the same opponents as A. B would also have averaged a 4.5, had he tried to play his technical best. However, B is among the best in the world at exploiting the weaknesses of his opponents, using his own strengths, and at figuring in their and his skill when making decisions.
* How much do you think A would have to improve his PR in order for him to win as many matches per season as B does (needless to say: ignoring luck)?
* Bonus question: what do you think B's actual PR is (including his intentional "mistakes" as errors)?
