This is about saving gammon, so we have to make the crossovers we can. So 7/6 has to be right. If we play 11/9, we will fail to bear off next roll if we roll a 1 or 2, except for 22, which gives 19 bad rolls and 17 good rolls.

If we play 4/2, we have to roll a 5 or 6 next time, but not 61 or 51. That's 16 good rolls, but 22, 33 and 44 works too, for a total of 19 good rolls.
