The gain there is 1/18^2 (back to back 21's)...

Ugh, it's worse than that. I made the mistake of applying symmetry when it isn't appropriate: If we roll anything but 21 followed by 21 we are OK. But if we roll 21 first we are NOT OK following with anything but 21! {21, 31, 32, 11} are all bad after the initial 21. That's a factor of 3.5 worse than I originally calculated and easily enough to swing the result in favor of 3/1.
