You say that a 3.0 PR player can't get very much better: he/she can get 3.0 better! That's a lot. In money play a 3 PR edge is worth a point gained every 5 games, which is an insurmountable edge in the long run. I don't know off hand what it's worth in matches of various lengths, but I'm sure it's a very considerable advantage in longer matches.

Of course, someone who has a 3.0 PR is not actually going to improve "very much" because of the limits of human intellect; their game is already at world class levels. Maybe they might improve by 1 PR or so? But, someone (or something!) who was playing perfect bg would be thumping the hell out of them! So - pedantically perhaps - I take issue with the notion of "can't get very much better", as it's more a matter of "won't..."
