I agree. It seems like a next to me to go for it in these two specific situations. It's like in backgammon when I feel relief that my opponent doesn't cube me, I know it was a cube. Here, as the defense, it feels like a victory to escape only giving up 3 points. It's too narrow of a view to say "If we don't make it on 4th down then we failed." There is still the aftermath of not only the potential safety but burying the other team so deep on field position even if there's no safety if you stop them after a first down or two you'll receive great field position the next time you get the ball.
