People disagree about this and it can be argued both ways, so that is why you can choose. The same is true for Jacoby and several other settings.

Now, which should be the default is another question. Thiose who believe one way will want their way to be the default. I don't think it matters much so long as you know you can choose.

Personally I believe that many lower level players make wrong doubles but not because they think they might get a drop, but because they think it is a double. For them to be rewarded just because they happen to be playing someone who understands the position less than they do doesn't see to make sense.

Another reason I believe it should be an error is because when you are looking over the analysis of your game you will not be alerted that it was a wrong double and you will probably assume that it must have been a cube because you got a pass.

Even high level players can be mislead this way and regardless of your opponents' action you should be alerted if you made a wrong double.
